Short Term Permits for Guests/Visitors:
All parking permits on SOU campus are “virtual”, meaning your license plate number is your permit; we no longer have any "physical" permits that need to be displayed on the vehicle. You may park on campus in visitor parking lots and purchase a short-term permit (rates below) with either of the following two options. During business hours, short-term permits are valid to park in any metered lots (parking spaces with white dots). Click here for a map with parking meter lot numbers/locations.
Short Term Parking Permit Rates:
$1.00 an Hour (Can be purchased in 1-hour increments, up to six hours at a time)
$10.00 a Day (24 hours)
$20.00 for Three Days
$30.00 for One Week (7 Days)
Locations/Times Short Term Permits are Valid to Park:
-During Business Hours (6am-6pm) Monday-Friday: Only valid to park in metered parking lots* (white dot zones).
-After Business Hours (6:00pm - 6:00am) Monday-Friday, and weekends (Saturday & Sunday): Valid to park in metered parking lots (white dot zones), Faculty/Staff (yellow dot zones), and Student Commuter (green dot zones).
*The visitor parking meters are located in lots: 1, 12, 29, 36 (North), 36 (South), 37, and 41
VISITOR OPTION 1: PARK AND PAY AT A PARKING METER
The visitor parking meters are located in lots: 1, 12, 29, 36, 37 and 41. These meters all accept coins or credit/debit cards (Visa and MasterCard).
You are responsible for typing in your license plate correctly at the parking meter (make sure to include all letters as well). If you have a temporary license plate, use the number displayed on the temporary license plate as the license plate number. Failure to do so may result in a parking citation. Once you enter you license plate at the meter and pay for the time, our License Plate Recognition System is updated to let us know that your license plate is valid to park in any metered parking lots (spaces with white dots) for the amount of time paid for. Printing out a receipt for your dashboard is optional.

Where can I park after I pay with the app? After paying via the app, our License Plate Recognition System is updated to let us know that your license plate is valid to park in any metered parking lots (spaces with white dots) for the amount of time paid for. Printing out a receipt for your dashboard is optional.
Where can I download the app? Any Apple or Android device can support PayByPhone and can be downloaded at the Apple App Store, or the Google Play store
How do I sign up? Registration with a free PayByPhone account is required and can be completed via the mobile app (on iOS and Android devices), the web app at www.paybyphone.com, or by phone at 1-888-515-7275 (the account will be activated immediately and the parking session can be started on the initial phone call) The next time you call or log on, your details will be automatically recognized. The following information is required to set up an account:
• Mobile phone number
• Credit Card (Visa, MasterCard, AMEX)
• License plate of car(s)
What are the benefits?

How does the parking enforcement officer know I’ve paid by phone? When you pay for parking by phone, your license plate number and parking time are automatically displayed on the device used by the parking enforcement vehicle. Users do not need to display a receipt.
What if I get a parking ticket? If you believe you have received a ticket in error, please file a citation appeal online. Instructions are on the back of the ticket. For information on how to file an appeal, visit sou.edu/parking. You can use your PayByPhone account to check payment status. Please send copies to: email@example.com and reference the parking citation number. The parking department will not accept visual inspection of your phone as proof.
I paid using the PBP App, why did I still receive a parking citation during that time? Due to cellular connectivity in the area being spotty at times, there can sometimes be a delay in the communication between the PBP software and our License Plate Recognition software, so it's possible that when that happens a citation might have been issues in error. If this happens, please take a photo of your PBP receipt showing the times you purchased parking for, and email it to firstname.lastname@example.org, along with the parking ticket number. Once we can verify that there was a payment made and it was due a system connectivity error, we can then void out the parking citation.
How do I add an additional vehicle to my account? Adding a vehicle may be completed within the PayByPhone app, by going to paybyphone.com and logging into your account, or calling the parking line at 1-888-515-7275 and follow the prompts. You may add up to nine vehicles.
Is it safe to do a credit card transaction on a mobile phone? Yes. Your credit card number is encrypted when you sign up and is never entered, displayed, or spoken during a transaction.
When will I see the transactions on my credit card statement? Each time you pay for parking with PayByPhone, the payment is processed in realtime. The amount of time that elapses before it shows up on your account will vary depending on your credit card company. Your charge will appear as “Pay By Phone Parking” on your credit card statement.
Can I get a receipt? You can view all your transaction by logging onto your account at paybyphone.com. All parking charges can be printed off in the form of a receipt. Email receipts are available; select this optional feature on your profile.
VISITOR OPTION 3: FOR DEPARTMENT INVITED GUESTS ONLYParking Meter Daily Permit Codes for SOU department sponsored guests, contractors, and volunteers:
Were you invited to campus by an SOU Department? If so, your parking fee may be covered by the department who invited you to campus. Departments each have individually assigned daily guest parking codes that they can give to their invited guests to use at a parking meter when on campus that validates them to park for the day. If you believe you fit this criteria, please contact the SOU department directly to receive the guest parking code and directions for using it. If the department does not have a parking guest code setup yet, they will need to contact the parking department to request one.
If you are visiting campus for Raider Orientation and Registration (ROAR), or for a 3-Hour Campus Tour, guest parking codes are available for you to use. Please contact the SOU admissions department ahead of time to get the parking meter code and directions for use.
